Windows Update.log

I have Windows 98SE,I am trying to open my Windows Update.log file but I get
a message " The
document C:\Windows\ Windows Update.log is in use by another application and
can not be accessed" but I am not using it so why do I get this message?

Solomon;
that is normal for when data is in use.
Just opening something often changes it and that file was in shown as
in use, probably by windows Update.
