Monty,
The SP2 CD will have all the updates issued up until the time the CD
came out, August 2004. You will then have to reinstall all the updates
issued after that date. You could download and save all of them and then
slipstream SP2 with the original XP CD to give you one CD that contains
XP, SP2, and all subsequent updates.

The issue of Windows Update freezing when you first access the site
could be due to a number of causes. Suggest you look in the WINDOWS
directory for the WindowsUpdate.log. Open it with Notepad and check to
see if there are any error codes associated with the failed attempts to
access WU.
Suggest turning off any popup blocker before attempting to visit WU. If
the installed antivirus contains a script blocking component, that may
be why the site freezes. Temporarily disable the script blocker prior to
accessing WU to see if that's causing the issue.
You could also reinstall Windows Script 5.6 :

and/or reregister a required XML .dll :
Go to Start, Run, type in
regsvr32 msxml3.dll ( that's an L not a 1 )
Click OK.
Now try to access Windows Update.
