Windows Update not successful

I just received a reply from PA Bear on how to correct this problem.
However, when I tried to reset the registry as told to it is not working. I
opened notepad, copied the commands and saved the file as reset.cmd. I also
made sure I changed the save the type dropdown as all files. After trying to
double click on the file, it only opened. Did not run. I then read the
comments below and tried this "When you copy from the sample, and paste into
a Command prompt, the double-quote characters are not quite right… so you
have to copy the thing to a batch file, THEN edit the double-quote characters
(replace them with double-quote characters, even though they look the same).
I think there is a character translation issue or something." That did not
work either. Please help me correct this problem. Thank you.
