Windows Update not working correctly

Hi, I've just reinstalled XP and turned update on. It recognises that the
Windows Update Installer 3.1 needs to be downloaded and installed. I've done
this, but 5 mins later it tries to do it again. I've tried to download and
install over 10 times now and it still thinks it needs to do it. Any ideas
how I fix this?

My version of XP came preinstalled on my Dell pc. I believe it is SP1.
