Stop Windows update service, rename SoftwareDistribution folder to whatever
and start Windows update service. Then try again. If it is ready delete the
renamed folder, even if it does not help. The folder will be recreated autmatically
and stores a lot of infos from the update phase, sometimes it breaks.
