Windows update with only "user" permissions

Is there any way to have my remote staff's laptops do automatic downloads and
installs from Windows Update site while the staff member is logged onto the
laptop with only "user" permissions. I do not want them to have Admin
privileges on their machines. The laptops are standalone systems and do not
connect to a domain.

No. Look into SUS - don't know if it will work with a workgroup, though.
