Windows Update Page displaying in wrong frames

Windows ME
Internet Explorer 6.1 SP1

After scanning for updates a variety of updates are available in a variety
of categories. However when selecting one of the categories in the frame on
the left Internet Explorer displays the available updates in lower portion
of the left frame. The options to review and install update links in either
frame at this point do not work and the button to install selected updates
is not visible. It's like the webpage is written with locked frames and the
displayed information cannot be access because scroll bars for the install
selected updates frame is not visible.

I have scanned for viruses and cleaned the system. I've scanned for spyware
using Aluria's Spyware Eliminator (Found 250 or so and cleaned) scanned with
Spybot (Found 15 and cleaned) scanned with Spyware Doctor (Found 30 or so
and cleaned) scanned with Ad-Aware SE Personal and found another 379 (
However, clean locks and fails) hence the reason for the windows update.
Unfortunately, I'm not able to update windows due to this problem.

Is there a setting I'm missing, corrupted Internet Explorer (I've
re-installed it twice), something else. Any help would be appreciated.
