I solved my problem after getting some information from other threads.
In my PC I have both MS .net framework 1.0 and 1.1 installed. I think
the problem was caused that V1.0 was damaged during the v1.1
installation. Since there is no point to have both 1.0 and 1.1 so I
decided to uninstall 1.0 but i could not find the uninstall reoutine in
the "add/remove program" in control panel. I downloaded and installed
the Windows Installer Cleanup utility get from this link:
"http://download.microsoft.com/download/E/9/D/E9D80355-7AB4-45B8-80E8-
983A48D5E1BD/msicuu2.exe", launched the installer cleaner to remove
1.0. After that it would not show the 1.0 update when you go to the MS
Windows update site.
If you have the same situation(both 1.0 and 1.1 installed), you may try
to uninstall 1.0. Or you could repair 1.0 follow this instruction:
