Windows update problem still unsolved

Here's my latest WindowsUpdate.log file records from this evening. Anyone
know what the "not allowed to download due to regulation" message means? I
have been trying to get the Cryptography Services service to start but it
won't in spite of may varied attempts.

Tom, What is there in the log that leads you to that conclusion (I'm trying
to understand)? I assume you mean the XP Pro product key? I do have a valid
license but a couple weeks ago I had to do a Repair install. Could that have
effected my product key? Can I fix this by a registry edit? What is the
registry path/key? I don't think I've gotten any message from the program
that checks for a legit license. Is this possibly a Microsoft problem?

I have 2 computers and when tuesday's 8 updates came out I was notified
that updates are ready for your computer and clicked on download and
did not see download icon on either computer. Waited about 10 minutes
on each computer and nothing happened so went to windowsupdate notepad
and got same message as you did.( DnldMgr * Update is not allowed to
download due to regulation}
I wish someone from microsoft will tell us why this happened as I had
to go directly to microsoft update site and download updates from there
but why did I have to do this? They are definitely messing something up
in automatic updates.

I have over 100 Win2K computers with "Update is not allowed to download due
to regulation." I have also tried all the suggestions in this forum.

Hi,

I'm not sure what "Update is not allowed to download due to regulation"
is caused by, but some have posted that it most likely it's a form of
throttling the distribution from the Windows Update web site because
of excessive demand on the servers.


If you still get the same message even in a day or two:

Microsoft offers unlimited free support for Windows Update, I suggest
you use that. At the URL

This is what I did to fix the same issue:

1. Turn off Automatic updates via control panel
2. Go into services.msc and stop both AU and BITS services.
3. Disable both of those services. Apply / ok and exit services
4. Delete entire contents of c:\windows\softwaredistribution folder
5. Turn Automatic update back on set to Automatic via control panel.

For me, the updates started coming down about 5mins later.

Hello there:

give this a try:

(this will automatically set the AU service to automatic, and the BITS
