Windows Update refuse to install updates after running Windows Rep

Bad things happen - and Windows Repair was suppossed to help me recover from
a few things that happened. I guess those things got repaired, because I am
back, but stuck.

I have tried renaming CatRoot2; I have tried adding the suggested links to
"Trusted" and am blessed by a popup asking me about wanting to go there
everytime I press on "Update Windows" from Tools in IE7.

When I go to IE7 - which I downloaded seperately - after the first two
updates that installed from IE6 which Repair reinstalled - and wait for it to
find my "Express Updates" it says I need to do 87 updates, and that they are
already downloaded. (I have also tried using automatic download, but not
install, and it also reports 87 patches downloaded, but none get installed).

Tempted to make my Display "Unhappy Camper", which is how I 'feel' atm.

Suggestions please.

Updates are not installed successfully from Windows Update, from Microsoft
Update, or by using Automatic Updates after you repair a Windows XP
installation:

NB: Also applies to clean installs, upgrade installs, and Recovery installs.

As an update:

I had found the directory %windir%\Software Distribution\Download and
emptied that. I felt the %windir$\$hf_mig$ alone. Problem was not solved.

I had also found the catalog interface and downloaded a single patch and
that was successfully installed (which is what helped me the the above
directories and note that most of the updates I am installing now had been
installed previously - by the date of the directory in $hf_mig$ and also,
upon further investigation, the KB*.log files in %windir%.

Note: even though I had deleted all the directories in the download
directory, Windows update continued to report that they were already
downloaded.

Lastly, I followed the post you gave me - except that I renamed the .dll
file first, rather than register it. My assumption was that if it was
missing, Windows would patch it. This was partially correct. When I restarted
the the IE7 and Windows Update it saw that the .dll was missing, loaded the
"new" update programs, said "registering" during a popup, but did not
register the new .dll in the registery.

Second time around, stop service, register new .dll, start service, use
update. Now Windows Update does see that he files are not downloaded, and
downloads the patches.

Currently installaling patch 21 of 86 - so I hope all goes well.

Hey PA Bear...need your expertise please....Wupdates won't install, it's bad
enough being on dial-up which takes forever as you know, then it goes to back
to The "Unable To Find Server Screen" + keep getting knoecked off line...even
though all my sites I visit regulary have been added under the privacy tab in
"internet options" No software has been added and it was doing pretty good
until 2 weeks ago when it started acting this way but, what took me to
WUpdates in the first place was the fact I kepted getting knocked off line by
my ISP provider AT&T...These 3 problems may be related but I'm not absolutely
sure cause one takes me to the other screen and it's been on-going and does
this almost every other time..as Windows would say with their quickfix to
most all Windows problems is to re-boot your system which does helps
sometimes...70% to 30% I have 256 megs of Ram so it's pretty fast for
dial-up when it's working properly. Your's and/or any one else's input here
will certainly be greatly appreciated!!!
