Windows Update Repeatedly Downloads Same Software

Everytime I shut down, Windows Update installs new software. How do I stop
this behavior

Don't you get prompted when you chose to Shutdown with the Shutdown Box?
What is in the Event Viewer log dealing with the MSI Installer?

Where do I find the Event Viewer log dealing with the MSI Installer?

Yes, I get that choice when I Shutdown, but I'd like to fix that so that I
am not asked each time I shut down.

Do you tell it to install and then it fails? Or are you telling it to
ignore updates and shutdown?

To check the logs in the Event Viewer, Start Menu | Administrative Tools |
Event Viewer or
Start Menu | Control Panel | Administrative Tools | Event Viewer or Start
Menu | Run .... EVENTVWR.MSC.

Look for MSI Installer records in Application or System and see if there are
installation errors.
If you remove the items AND you have Automatic Updates turned on to auto
download, it will keep happening everytime you go to the internet.
