The error typically happens when a 3rd party programs is intercepting
Windows Update. Some programs include Norton, Pop Stopper, Cookie Pal,
Norton Internet Security (needs to be configured to use Windows Update),
etc.
1. Make sure you are using Internet Explorer to access Windows Update.
2. Perform a clean boot then access Windows Update.

references a Registry correction for Windows 2000 and WXP. I double checked
my Windows 98se Registry for this same key/value. It does NOT exist.
