Try reducing your MTU value.

I wrestled with this for days trying all of the solutions I could find
online and nothing worked but we had recently replaced our router and I
remember that we had to reduce the MTU something else and I decided to try
it. I couldn't believe when it worked. Default is 1492 or 1500 on the
router and we had to set it to 944 to get the other app working and it just
so happened to work for this too. Of course, your MTU setting may need to be
lower or higher. There's probably a windows fix for this but I don't know
it. If you aren't sure what you're doing on your router get help first --
really, get help first. Ok then, off to my updates . . .

Good luck!
Rick T.
