After some more research I found the fix for this error in Microsoft Technet.
Go to
http://technet.microsoft.com
Search for: Article ID: 958043
Or, just go to:
http://support.microsoft.com/kb/958043
It appears that this error can happen in all Windows Starting with Windows
2000.
The Repair.bat described in the article worked great.
