Windows Update stopped working after reinstalling windows

I am running Windows XP home edition in an HP Pavilion. I had Windows SP2
installed and Windows update working fine both manually and automatically. I
installed my new video board software incorrectly and had to reinstall
windows from the openning screen. The new video card works great but I
cannot get past installing Windows SP1A. Using Windows update it stops at
"Checking for the latest version of the Windows Update software" and nothing
else happens. If I try to manually install it I get an error that I dont
meet the minimum requirements and to go to update. I've tried all the
Microsoft solutions including renaming the update directory in Windows
directory to the .old (it just created a new one). I tried running all of
the regsvr32 dll's and still nothing. All of the sp2 folders are still saves
and I can neither run them nor delete them(access denied). I've tried with
and without the firewall. Anyone have any other ideas short of a reformat?

Download Windows XP Service Pack 2 Network Installation Package for IT
Professionals and Developers. be warned it is a large download. 272391
KB
But you can download this in one shot, instead of relying on Windows
Update.

This is a stand alone download for SP2. Once you have Service Pack 2 on
your system hopefully you can use windows update normally after that..
