windows update: unknown publisher

when trying to use windows update on xp home sp2 machine that I have just
reinstalled I get "windows has found a problem with this file:
wuwebsite.cab?1151336395312

UNknown publisher. This file was blocked because it does not contain valied
signature."

I have deleted temp files and set security settings to allow unsigned
content but cannot get past this - any ideas?
