Windows Update window (explorer.exe) does not respond

In my Windows Vista Business Edition installation, when I try to open the
Windows Update window, the window freezes and does not respond.
I cannot understand what is going wrong. I have already downloaded and
installed the latest version of the Windows Update agent from here (x86):

but in vain.
Please help.
