Hi Mr Ben, unfortunately Access Denied is a hard one to actually pin point.
You may start with these KB's -

It could also be a registry problem where access to registry keys are denied.
Make sure that your anti virus software isn't interferring or any other
programs running in the background that could cause a problem with Windows
Update.
I don't know anything about Windows 2000, so I'm not much help.
