Windows Update Won't Download New Updates

I'm running Windows 2000 Pro Sp4. Whenever I run Windows Update, I keep
getting this same update notification: 'Cumulative Security Update for
Outlook Express 6 SP1 (K823353)' .... Download size 0 kb....Estimated time 0
minutes. I haven't received any other updates in weeks. I keep getting this
one everytime I run Windows Update. I looked and I can't see anything about
this message in the forums.

Could it be possible, since Windows Update "only" Updates XP SP1 & SP2 that
could be the trouble source? If so, might attempt a manual download... Or,
respectfully, upgrade to XP and instantly enhance all Security issues,
including user benefits!

Firewall or AV on? What happens if you download the update by itself and
then install? I suppose the next step (if the above aren't beneficial) would
be to kill the old logs and try again.

Just a thought... but on my Win XP Home, when that pops up it means that it
has already downloaded and is ready to install...

I don't think Microsoft Update is just for Win XP, since this is all there is
now that it replaces Windows Update. It was working fine at one point. I was
probably mistaken when I stated that I haven't received updates in weeks, as
I now realize I have it set to update at 3 am, but I do still get this one
required update, almost daily. It shows up in the Update History probably 100
times. I just checked outlook Express and found I don't have SP1 installed.
Would that cause a problem?
