Windows Update won't download updates (error 0x80246008)

On my Dutch Windows XP Home version 2002 + SP2, I have switched on
"Automatic Updates".

Recently the shield of the update-function appears in the system tray
but download stucks at 0%.

When I got to the Windows Update Page on the Microsoft website I could
check for available updates, but when I try to download and install some
of them the download fails. In the update history I saw that the last
successful installation of an update was on August 14 2005. The first
update that failed to download and install was on September 14 2005.
When I check the status details I see all the update failed with error
code 0x80246008.

In this group I saw many people do have trouble with Windows update but
in all the replies I read there was not an solution for the problem I
encountered.

Today I managed to download some of the essential updates manually from
de MS website flowing the lead to de KB-number as suggested in some of
the messages I read.



Does anyone know if this is a common problem that is already known by
Microsoft?

Does anyone know a final solution or this problem?

I posted the "temporary solution" today, but I'm looking for a better fix too.
Do you have a Symantec product like Norton Systemworks, Anti-Virus or
LiveUpdate installed on your machine? It's just a wild guess on my part but
these may be causing the problem. I'm going to check if Symantec is aware of
any "known issues" with their Norton-software and its interface with
Microsoft or Windows update; if the answer is "yes", then I'll post again.

Please try the steps in this article:

The necessary services are disabled or unavailable. Error 0x80246008
http://update.microsoft.com/windowsu...icleid=9&ln=en


If the "Background Intelligent Transfer Service" (BITS) service doesn't
start, try this:

Start Regedit.exe (from Start/Run)

Locate the registry key
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro l\BackupRestore\

Create the following key if it does not exist:
FilesNotToBackup

so you have this path when finished:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro l
\BackupRestore\FilesNotToBackup\

No I do not have any symantec Products installed in my system.

Thank you very much. The BITS (In my Dutch version it is called:
"Automatische achtergrondsoverdrachtservice") had start-up type
"manually". I switched it to Automatic.

Than I tried to start it up using the hyperlink in the services
application. I would not start.

The next thing I did was add the key "FilesNotToBackup" as you
described.



After that I rebooted he system and checked the BITS status again. It
was started.

Finally I started Windows Update again and tried to install an optional
update. It installed successfully.



However there was still a little problem. After I had to reboot reboot
my system (in order to get the update function), I checked the BITS
again. After the last reboot it was switched back to "Manual". Again I
changed it to Automatic and tied to start it up. This time the it
started successfully. Now I am afraid every time my system reboots the
BITS is back to "Manual" in stead of staying on "Automatic". Do you also
have a solution that prevents BITS to keep on switching back to "Manual"
again?

BITS is supposed to be in "Manual", Windows Update/Automatic Update
starts BITS when needed.
