windows update wont go

I reinstalled windows 98 and SE a few days ago. Since then i cant do windows
update. After i click on "scan for updates" it just sits at 0%

its the third bullet and i was trying to do Method 4, but as i was following
the directions i get to #3 and there is no "extract to" option
if you have further advice i would really appreciate it

hit 'extract' then a box should open that has a choice where you want to
extract the file to...choose the new folder you created on your desktop.
Then, hit extract.. If you right click the folder on your desktop and you
find there is no 'install choice', click on explore instead, then in the
right pane, you will see the file, and from there you can right click and
install.
