Windows Updater won't go away!!! Gone Nuts!!

Constant reminder on the lower right screen to "restart your computer to
install important updates." When I restart there are no updates to install
and the message returns. I am also blocked from going directly to the
Windows Update site by this thing. It is the wuauclt.exe file doing this.
If I stop the process in task manager it regenerates. If I stop the
service through management console it stays gone until the next reboot but
then returns. The update history shows numerous updates all successful.
Vista Home Premium on a Compaq laptop AMD Turion X2 2gb ram.

Has SP1 been installed yet? (Just a question, not a recommendation!)
