Windows Updates on 2000 Server

Trying to download windows updates on a server with Windows 2000 SP4 through
the Tools menu in IE 6.0.2 SP1. I get the welcome window and select custom.
Then the window with the checking indicator opens and appears to be
searching. However, that is as far as it goes. It sits there forever, never
changing and giving no errors.

I have downloaded and installed Windows Installer 3.1 VS 2 X86 with no
change in behavior.

Any suggestions from anyone?
