Windows Updates does not confirm latest update software

On some (mostly Windows 2000) PCs, lately, when I click on Windows Updates it
goes to the window which says

Checking if your computer has the latest version of Windows updating
software for use with the website…

The website uses ActiveX controls to determine which version of the software
your computer is running. If you see an ActiveX warning, make sure the
control is digitally signed by Microsoft before installing it or allowing it
to run.

It never shows anything below that text. The browser is not hung, but the
Microsoft Updates site appears to be done at that point. The workd "Done"
appears in the lower left corner of the browser.

Which popup blocker is being used ? Is there a 3rd party "toolbar" popup
blocker, like Google or Yahoo installed ?
Sometimes one has to click on the installed toolbar's icon to see the
prompt to install the ActiveX component.
