Windows Updates fail with error 80246008

Hello,

I've been working on what several problems and have run into a brick
wall trying to get windows updates to work. I get the error 0x80246008
on all updates. It seems that BITS isn't starting because of error
0x80070002. I've tried everything I could find on the BITS error, but
nothing works that I've tried. If it helps, in one of the steps I
tried, which involved deleting files from C:\Documents and Settings\All
Users\Application Data\Microsoft\Network\Downloader, that the directory
is remaining empty. Whether or not that has anything to do with it, I
don't know.

Any suggestions are gratefully accepted.

Error 0x80246008 during the download process
This error may occur if the Background Intelligent Transfer Service is not enabled.
Note: Even if you are not using the Automatic Updates feature, the service must be
enabled for Windows Update.

BITS is already present in that key value, unfortunately.

When searching for available updates on the Windows Update site, you see the
0x80070002 error
This error may occur if there is a content mismatch in the DataStore folder.

I'm afraid that didn't help. I did notice that I have 2 qmgr.dll files,
and different versions at that. Should this be the case?

I have three different versions on the system, one in System32\Bits, Service Pack
Files and System 32.
I'm out of ideas on this one, you've already checked Bits, cleared your DataStore
folder etc.

Did you reboot before trying WU again?

After clearing my DataStore folder? No, I didn't. I wasn't aware I
should. I'll do it again when I get home tonight.

As near as I can tell, the last time BITS started correctly was about a
month ago. The next event after that was the -2147942402 error from
BITS and it hasn't started up correctly since. Apparently some
catastrophic event happened in that week because I had several problems
crop up. For instance, I had a problem (that I've since fixed) with
opening new windows blank at the same time. A media player program that
came with my sound card stopped working and it hasn't worked since
(through several reinstalls).

I'm seriously considering one tech's advice of doing a repair install of
XP despite the pain involved.

I did happen to uninstall Norton Internet Security on that day, and ran
the rnav for the 2005 version. It may or may not be relevant, and I
don't remember where it landed in the sequence of events, but I thought
I'd mention it.

I have qmgr0.dat & qmgr1.dat

Did you have a look at:
The necessary services are disabled or unavailable. Error 0x80246008

This error may occur if one or more of the following services are disabled or
unavailable. Background Intelligent Transfer Service (BITS) Event Log
