Windows Updates Failure

Installition failure with error code 80246008 has occured when I try to
downlod and install windows updates. My PC windows is "XP-SP2". Would you
help me?

Error 0x80246008 during the download process
This error may occur if the Background Intelligent Transfer Service is not enabled.
Note: Even if you are not using the Automatic Updates feature, the service must be
enabled for Windows Update.

I have gone thorugh the steps in this process. When I try to enable BITS I
get an error message telling me that windows can not start BITS. What to do
next. Thanks
