the amount of connections you have set is too high and its overloading the
tcpip limit (that is only 10 in vista like xpsp2 and 3).
I have seen this exact behaviour..
its sad to see vista that supposed to be stable, being brought to its knees
so easily.. lol Linux never does this.
I dont use the original bit torrent client so I cant tell about that, but
utorrent has a setting which you can increase - decrease the total amount of
connections the client does.
There is also a tcpip patch that increases the limit of half open
connections beyond 10, to a bigger value
I have set it to 250 on XP and I download much faster now and can have the
settings of the number of connections high in utorrent
