I haven't tried in Home Basic personally, but this would be covered by the standard Microsoft
testing process so I doubt it's an OS specific thing what you're seeing.
Are you sure it's accepting a "webcam" and not "video call"? A video call would start video
on your side and therefore could crash due to bad webcam drivers on the side of the user.
