Windows Vista Anytime Recurring Restart

My neighbour recently bought a computer with Vista Home Premium installed on
it. With the PC there was a Vista Anytime DVD which he tried to install. The
installation got about halfway through, then a message appeared saying "the
installation was unsuccessful" and that it was restoring the PC to the
condition before the installation. At this point the computer shut down,
restarted, flashed the same message and shut down, restarted, flashed the
same message....etc. This has been going on for 36 hrs and still cycling
through over and over. I have tried booting in safe mode, disabling
'automatic restart on system failure', tried telling the PC to boot from
CDROM drive with backup disc inserted (made at original setup), all of which
the PC ignores and goes back to cycling again. Tried unplugging the PC for an
hour, when connected again it does the same thing. My neighbour is not
connected to the internet so the problem cannot be a virus etc. It must
somehow be software or hardware related but I am at a loss as to what to do.
Has anyone had the same problem or can think of a way to resolve this?
