does not help the original problem, but why not download the latest drivers from netgear and keep them on the computer to make it easier to install.
might also solve the other problem.
if it is defender that is blocking it, it usually indicates the drivers are not vista compatible.

I just bought a new Dell computer which had Windows Vista already installed.
I've installed a NetGear Wireless adapter which communicates fine with my
Linksys router. Problem is, everytime I restart my computer Windows blocks
the startup. The message appear "Windows is not allowing this program". I
click on the message to allow it to start, but nothing happens. Not only
that, Windows automatically removes the adapter from my devices. I have to
uninstall it, restart my computer and then reinstall the drivers with the CD
that came with the NetGear adapter.
