I run vista business and my wife is the vista home edition. The problem is
that when she access www.elgin.gov.uk then clicks on the icon "map roadworks"
you get offered the opportunity to download their viewer 'SVG' by Adobe. You
do this and you get asked the questions of can this program continue and
allow access for pop-ups. My wife got to the point where she runs the
download it installs but then the process just repeats itself of asking the
permission to allow pop-ups-downloading SVG-installing SVG and you never get
out of the loop.
I went through the process - ran SVG, then installed it and it went back to
scree again where you click on the ,map roadworks' download the map and all
was ok. Can you help me as my wife is now threatening to throw the laptop out
of the window.

Many Thanks Happy Mike (for now)

Right-click on the IE icon located on the Quick Launch
toolbar, select "Run as administrator", then visit the web site.

Run a system restore prior to when you installed SVG.
