Windows vista passwords

Does windows vista create a system restore point when a password is changed
or is there a way of finding out through the registry.

No a password change will not trigger a restore point creation.

No, there is no restore point created. Your 'safety net' for recovering from
a password that you cannot remember is to follow the instructions on the
'change password' screen and create a 'reset password' disk.
