No its not region coded, I am using a retail copy of Vista Ultimate in
Jamaica W.I. that was purchased in the US with the same sticker about for
distribution only in US and Canada. If you localize it though when you
launch setup and choose your region, you might lose access to certain
features that are available only to US and Canadian customers. For example,
I don't get access to the URGE music service here in the Caribbean.
