Windows Vista Security Freeze Thingy

When I woke up this morning I couldn't access anything with the shield
thingy on it. I can't ctrl+alt+del or go into security center. If I do
the computer freezes on the dot. I am using windows vista. I have
disabled firewall and security center by going into safe mode but it
still freezes.
