Windows Vista Start Menu - Making it available to any user who signs into computer?

I have the windows vista start menu with the applications I wanted listed.
Is there a way to copy the list to an "all users" folder like I was able to
do with the XP Classic menu feature (copying it to all users > start menu)?

I mean If I want to use the Windows Vista Start Menu instead of the classic
menu.
how can I make sure that when a different user signs in and click the start
menu they will see the same items that I "pinned to the startmenu"

If I use the Classic menu I can just drag short cuts to the start menu
folder and they would show up in the list..

does that make sense?

Right click the start button and click on 'Open All Users', right click
the start button again and click on 'Open'. Copy or cut and paste the
shortcuts from 'Open' to 'Open All Users'. A trick I used to use in XP
to make sure every app/game I installed put the shortcuts into all users
was to just delete everything for local users in the start menu. After
you do that the apps you install won't see the local users start menu so
they automatically installed to All Users only. I tried to do the same
on Vista but it keeps putting back the default folders 'Programs',
'Administrative Tools' and "Startup' so it doesn't work on Vista. Just
do as I said above though to move local user start menu items to be
available to all users. Some apps give you a choice where to install to,
some default to local user and some default to all users. Of course the
correct way would be to give the user the choice when installing but
some still use the old pre-XP way of doing installs. Goddamn luddites.

however what you sent me is if I were using the "classic" start menu on
VISTA!
what i want to know is if i can somehow copy the shortcuts that are pinned
to the "vista" style menu(not classic) and make them available to all users
who sign on to this computer.
