There are two issues on Vista that I want sorting. Who should I contact?
Microsoft or the retailer?

1) I am not allowed to delete or rename some folders I have created, despite
being the administrator and giving myself full permissions.

2) I am not allowed to automatically run a program on startup without
Windows blocking it.

If the copy of Vista is a 'full retail copy' in other words you purchased it
yourself, separate to your pc then Microsoft are responsible for technical
support. If the copy of Vista came already installed on the PC, then the
retailer is responsible for technical support. If, however, you purchased an
OEM copy of Vista then you are responsible for technical support because you
are the original equipment manufacturer.

However, you will get a far quicker response from the newsgroups because the
problems are not that much of an issue to warrant technical support
personnel looking at them, even though you may think they are.

I'm not sure about your first question, other than this is a permissions
issue. Maybe taking ownership of the files will solve the problem? See this

Your second question can be solved by either clicking on the option to
unblock the program when this blocked program box appears, obviously it is a
pain because you have to do it each and every time. Editing the MSConfig to
see if you can get away without this application loading or visit this link

Welcome to Vista.
1.
After creating a folder Microsoft wants to know why you did that for and how
it is going to be used.
After that it will give you permission to delete or rename it.
2.
You are only the humble licensee.
Each time you want to run a program you have to call Microsoft and ask for
the permission.

You mean the manual that isn't included with Vista? If you want a
"manual", cough about $25 bucks and Microsoft Press will sell you one.

The manual is included in Vista, it is called "Help and Support" so
there is no $25 cost to anyone necessary.
There is nothing to suggests the manual needs to be paper since online
manuals have been getting more common over the last several years.
