Windows Vista taskbar always in the back

For whatever reason, my taskbar, regardless of where I have it on th
desktop, regardless if it's "locked" or not is always behind. As in
windows and programs can come in front of it. How can I reverse that?

I've never had this issue before and couldn't find anything as
searched the site

did you check "keep taskbar on top"

This can help show you how to set the taskbar to always be on top o
other opened windows

Thank you so much. I actually stopped for a sec and looked at the
properties and saw the actual checkbox for that before you messaged me
back. I felt like such a chode. Thank you once again.
