No. Any Windows Vista license Microsoft may hand out
is good for just one (1) installation on one (1) computer.
Licensing for Windows Vista and Office 2007 is entirely
different.

What Carey said isn't strictly true. Student versions of MS software allow
three simultaneous activations on the same product key. I am guessing that
the activation server allows for the eventuality, that you are transferring
Vista from one machine to another. In time it would object to the two
copies running simultaneously.
