Windows Vista won't allow file names to be saved with Japanaese te

While running Works 8.5 on windows vista, if I select Japanese (Hiragana)
from the language toolbar, then create my works document and try to save it
using Japanese text (hiragana) in the file name, the file title will save.
The problem is that when I go to re-open the file the text I wrote in the
file is not showing. However If I write the file in works in Japanese text
(hiragana) and save it with English characters only in the title of the file,
I can retrieve the file just fine. To recap the contents of my documents
disappear if I use Japanese text in the file name but if I use only English
characters in the file name everything works fine even if the contents are
Japanese characters. This seems to be some type of glitch in the software.
How can I save my files successfully using Japanese characters in the file
name?
