I have no idea what "Extensibility Framework" could be, but if your IE7 is
working without it I am sure it is something you don't really need. If
there is something really wrong with your Toshiba, then it should be covered
by warranty. There should be a number you can call with the materials that
came with the computer, or a customer support program of some kind installed
on the computer. If it is only a month old the computer should be repaired
or exchanged under the warranty program.
