Either disable all security software [except firewall] or use a clean boot
before installing a service pack.
Your issue may be related to a problem with registry and/or file permissions.
The following *MAY* work [use at your own risk]:
secedit /configure /cfg “%systemroot%\security\templates\setup security.inf”
/db waisaw.sdb /verbose
