windows xp home service pack 2. error.

scenario as follows;
1. start msconfig
2. click startup tab
3, unclick a HP item
4. hit apply button

I get message, access denied sinon as adminstrator e..etc. But I am signed
on as the administrator, and I have to cnacel out to stop message

Boot into safe mode and logon as the *actual* user "administrator"...
