Instead of guessing why not find the diagnostics and look at them?

What does that mean specifically?
Are you sure that XPsp2 isn't downloading too?
(That happened to me on my XPsp1 partition.)
You can check on that possibility using the bitsadmin command
(in a command window):
bitsadmin /WRAP /LIST /ALLUSERS /VERBOSE

Again use your logs and find out for sure but you could get a big clue
by finding the path that the update.exe is executing from.
