Windows XP Security KB912919 update

I have tried to update this through my automatic updates and also manually
throught the web site. It fails both ways. It is showing the download size is
0:KB
How do I get this update?

That's what I get for the Windows Installer update, but when I manually
downloaded and installed, I'm not longer able to install anything ion my
machine anymore, including new updates.
It always says "Access Denied" and I have tried every suggestion here and at
MS site and with MS support, to no avail. Over 100 hours and 50 on phone.

Please open a MS support call they fix this.
