Start with Step3 to determine if the .NET Framework is damaged.
If so, uninstall it from Add/Remove Programs in the Control Panel.
If it can not uninstall, go to Step1
Even if it does uninstall, suggest you run the .NET Framework cleanup
tool before reinstalling the .NET Framework Version 2
Then apply the update, KB922770
