You receive the error 0x80200010 when you try use the Windows Update Web
site or the Microsoft Update Web site to install updates

Two questions, dmp:
1) Was the system scanned for the presence of malware ?
2) What happens when you try to manually download Service Pack 3 from
here and ***save it*** ? :

DO not install it yet until you answer question 1, please.
If malware is the cause of the BITS issue (0x80200010) then applying SP3
on an infected system will fail.
If there's no malware present and there's a a Norton product installed,
then Norton is the cause of the BITS issue.
