I see this is a common problem and Microsoft support likely lied to me by
implying it's not their fault.
I had the exact same problem. I "emailed" (through Microsoft's form) MS
support (clicked the link in the upper right, under "Need more help?" at
http://www.support.microsoft.com/def...r=windowsxpsp2 then clicked
"Start email request."). Support provided me with a link that let me
download SP2 and a way to order SP2 on CD. I pasted part of the reply I
received below.

According to my understanding, when you click to download Windows XP SP2
from Automatic Updates, download will not get finished. You have not
obtained this update after leave your computer connected for 24 hours.
If I am not accurate in my understanding of this case, please feel free to
correct me.
Based on my experience, this issue can be caused by the network connection
problems. Once any connections problems occur during the download process,
download will get failed though network is still available on your side. I'm
sorry for the inconvenience it caused to you.
Let's try to download SP2 directly from the following website to see if we
can get it:
http://download.microsoft.com/download/1/6/5/ [I truncated the URL because
it might not be for the general public]
If it still cannot be downloaded, I suggest order a SP2 setup CD. Based on
my check, setup CD will be available for order on the following site soon:
http://www.microsoft.com/windowsxp/d...s/default.mspx
In the meanwhile, I will close this case for free of charge. We will not
