Windows XP SP2 ISSUE

I have a client that has a Small Business Server 2003 and has about 6 client
PC's running XP Professional. I have installed the SP2 for XP, but I cannot
uncheck the Off button on the Firewall. The firewall is causing some issues
on some of the pc's and the option to check off is Grayed Out. I have logged
on as Administrator and the users also have Administative Rights to their
Local PC on the Domain. There seems to be a Group Policy that is effecting
this and making any changes to SP2 unavailable. What Policy could be doing
this? Or what else could be cause this? I had to Uninstall XP SP2 on one pc
because of this.

a) I don't need that firewall so I have turn off the service and set it at
manual.

c). Firewall settings Group Policy should be
in Computer Configuration => Administrative Templates =>
Network =>
Network Connections => Windows Firewall.
