Recently the update manager will not work. It trys to connect to MS to test
for the latest update manager, then comes back with install and then deletes
the tab and it does this in an loop over and over.

Are your referring to a browser tab perhaps and, if so, which Version of
Internet Explorer ?

Download and *save* the standalone Windows Update Agent (WUA) for
x86(32bit) Windows editions:

How to obtain the latest version of the Windows Update Agent to help
manage updates on a computer
http://support.microsoft.com/kb/949104

Either click on the link under

" Windows Vista, Windows Server 2008, Windows XP, Windows Server 2003,
and Windows 2000 Service Pack 4

For an x86-based computer

Download the windowsupdateagent30-x86.exe package now "<-- this link

Or, this link:
http://download.windowsupdate.com/wi...gent30-x86.exe

Once the WUA has downloaded close *all* open programs and browsers.
Open a Command Prompt from Start > Run > type in the below, pressing
Enter after *each* command

net stop wuauserv
net stop bits
exit

Leave the Command Prompt open.
Click Start > Run > click the Browse button and navigate to the location
where the WUA was saved to.
Click once on it to highlight it and then click Open.
Add this command to the *end* of the Open: line
/force

If the WUA was saved to your Desktop the line will appear as

"C:\Documents and
Settings\<UserAccountName>\Desktop\windowsupdateag ent30-x86.exe" /force

Click OK or press Enter.

Restart after the WUA is installed.
The services stopped previously will start when the system has restarted
unless you or malware has changed their Default settings.

If the WUA's installation was prevented by security software
(antivirus/security suite/etc), then suggest you do a Clean boot to
eliminate said interference:
