Windowsupdate and Windows Server 2003 not working

I ran Windowsupdate on Windows Server 2003 (SBS 2003) and
only about half the updates worked. The items listed
below were not applied to the system. I tried a re-boot
several times to no avail, as well as a repair install and
a fresh windowsupdate from scratch - to no avail.
